April ends with 638,283 people on furlough (ERTE)

The relaxation of administrative restrictions to fight the pandemic and the progress of the vaccination campaign have contributed to this further decline.

Compared to the end of March, there has been a decrease of 36,621 people if we consider the revised series according to the number of people affected. According to the date of notification (**see note at the end of this document), there has been a decrease of 105,345 people.

On average in April, 650,180 people have been on furlough, of which 454,765 were from RDL 30/2020, 35/2020 and its extension in RDL 2/2021, therefore, with exemptions to Social Security contributions.

Compared to the same month in 2020, when the crisis was at its worst, there has been a decrease of 2.98 million people on furlough according to the end date, and 2.75 million, according to the notification date. In both cases, this is a decrease of more than 80%.

70% with Social Security exemptions

Of the 638,283 people on furlough associated with COVID-19 at the end of April (29th), 447,263 - 70% of the total - are on some of the forms implemented on 1 October, extended on 1 February, and which entail Social Security exemptions.

Specifically, 22,843 people are covered by impediment furlough, another 170,902 by limitation furlough and another 253,518 by the furlough for ultra-protected sectors and their value chain. The former recorded the highest variation compared to the end of March - almost 60% - due to the lifting of some administrative restrictions.

Outside these forms, without exonerations, there are another 191,020 people furloughed due to Force Majeure or ETOP.

Among the 638,283 people on furlough at the end of the month, 195,224 were part-time suspended.

Sectoral and geographic concentration

The number of workers on furlough accounts for 4.4% of those in the General Scheme (without special systems) with a high sectoral concentration. In fact, of the 100 activities, two (Accommodation and Food and Beverage) account for almost half of the people on furlough.

In absolute terms, the largest number of workers covered by this protection, corresponds to Food and beverage services with 196,639 people, which represents almost 23.65% of the total number of members in this sector.

The sectors with the highest percentage of workers furloughed are: Travel agencies, with 58.26% of their members in this situation; Accommodation services, with 52.12% of their members included, Air transport (41.99%) and Gambling activities (33.85%).

Geographically, there is also an significant concentration in areas with the highest tourist activity. Specifically, Las Palmas has the highest number of workers furloughed (15.04% of its members). It is followed by Santa Cruz de Tenerife, with 12.02%, and the Balearic Islands, with 8.87% of its workers furloughed. Ciudad Real and Guadalajara are, on the contrary, the provinces with the fewest workers under these mechanisms, with 1.99% of the total.

NOTES ON PUBLICATION OF FURLOUGH DATA:

Given that the dates of application for furlough and the date on which it takes effect may be different, there is a certain disparity between the notification date - the data communicated up to that date - and the date on which it takes effect - registration - (for example, a company may notify the Treasury of furloughing its workforce on 10 December, when it has been in effect since 20 November). For the sake of transparency, the revised furlough series in the attached Excel file allows people to be consulted both by end date - a series that requires updating daily - and by notification date so that the appropriate comparisons can be made.
