The President of the Government of Spain, Pedro Sánchez, has held a meeting with the President of Namibia, Netumbo Nandi-Ndaitwah, on the fringes of the 81st United Nations General Assembly. During the meeting, he reaffirmed Spain's commitment to the World Health Organisation (WHO) Pandemic Agreement, adopted by the World Health Assembly in May 2025.

Furthermore, the President of the Government of Spain expressed the Government's support, in coordination with the European Union, for the ongoing negotiations to finalise the Annex on Pathogen Access and Benefit-Sharing (PABS). The aim of this annex is to ensure that the exchange of pathogens with pandemic potential and of information on their genetic makeup is linked to fair and equitable access to the benefits arising from their use, including vaccines, diagnostics and treatments.

Pedro Sánchez also emphasised that Spain is prepared to redouble its efforts and play a more active role in driving these negotiations forward, with the aim of making progress in the process and strengthening a more effective, solidarity-based and equitable international health architecture in the face of future pandemics.
