National insurance contribution adds 77,000 jobs in June and 263,000 in the first half of 2022

With the increase recorded in the month of June, the Social Security system has reached an average of 20,102,037 contributors in seasonally adjusted terms.

Thus, the first half of 2022 ends with the creation of 262,935 jobs, discounting seasonality and the calendar effect. Compared to the level of employment a year ago, the increase was 837,799 employed persons. After reaching the pre-pandemic level of enrolment last September, employment has increased by an additional 616,000 persons. The figure implies that there are more than one million more jobs than at the beginning of 2019.

Moreover, this dynamism of employment is compatible with an improvement in its quality, with the effects of the labour market reform being felt in the labour market, with a sharp increase in permanent contracts.

This increase in Social Security contributors is based on the increase in employment in the private sector.

Moreover, the increase in enrolment has been particularly strong in the most innovative and high value-added sectors, including Information and Communication (15.4%), Education (9.1%), Health Care Activities (8.4%) and Professional, Scientific and Technical Activities (8.0%). The increase was also seen in all autonomous communities, which in all cases have more contributors than in February 2020.

The positive impact of the labour reform is accentuated

Six months after the labour market reform came into effect (and three months after the implementation of the main contractual innovations), its positive effects on improving the quality of employment continue to be felt. In June, the increase in the number of contributors with permanent contracts continued to accelerate, rising by 17% compared to a year ago.

Similarly, in May, the proportion of permanent contracts continued to increase: 79% of contributors have permanent contracts, which is 9 points higher than before the pandemic. Even in the most temporary sectors, there is a notable increase in these contracts, including construction, accommodation, food and beverages and administrative activities.

Moreover, there are particularly positive effects among young people, a group with a usually high rate of temporary employment. Among the under-30s, the percentage of workers with permanent contracts has risen by more than 27 points from this month's average, from 37% to 64%.

However, there are 17,898 workers on ERTE-ETOP, a figure that remains stable. Moreover, on 30 June the sectoral ERTEs approved for travel agencies were protecting 2,551 workers.

Without the seasonal adjustment, the average number of national insurance contributors increased by 115,607 people, ending the month with 20,348,330 contributors (10,812,380 men and 9,535,950 women). This is the largest increase in the series for a month of June, with the exception of 2005 and 2021, which were conditioned by the regularisation of migrants and the lifting of the state of alarm, respectively. In total, the average number of original registered workers was 848,053 more than a year ago.

Aid to the self-employed

This month, around 100,000 self-employed workers have had their social security contributions reduced by 25%. This measure, contained in Royal Decree-Law 2/2022 of 22 February, provided for exemption from contributions for the self-employed who were receiving one of the benefits implemented to alleviate the effects of the pandemic of 90% in March, 75% in April, 50% in May and 25% in June.
