The President of the Government of Spain, Pedro Sánchez, and UN Secretary-General, António Guterres, have presented the 'Seville Platform for Action', one of the key accomplishments of the 4th UN International Conference on Financing for Development, which is being held in Seville. Pedro Sánchez said that, through this Platform, "countries, international organisations, the private sector and civil society are being invited to build coalitions and launch innovative, transformative initiatives with measurable impact" to advance the financing for development agenda.
In this context, the head of the Executive announced a specific initiative in the field of global health, one of the sectors most affected by the current funding crisis and the withdrawal of important donors, for which "Spain will take a step forward and will take the lead" in two ways. Firstly, by proposing a reform of the system to make it "more coherent, efficient and effective". "We intend to promote a new health architecture where every euro invested has maximum impact," he stressed. More than ten countries, the European Commission, international organisations and relevant civil society actors have joined this initiative and are committed to working towards a joint roadmap in the first half of 2026.
Secondly, he said that this initiative will be accompanied by new resources, and therefore announced that Spain will increase its contribution to the Global Fund to Fight AIDS, Malaria and Tuberculosis, dedicating "a total of 145 million euros for the period 2026 to 2028, which represents an increase of 10% over the previous cycle," he said.

The 'Seville Platform for Action' seeks to promote, as the president explained, "a strategic mobilisation of alliances with a practical roadmap of concrete solutions and impact initiatives that develop the Seville Commitment", the document approved at this UN meeting, which seeks consensus on the future of financing for development and lays the foundations for a renewed financing framework.

He also stressed that this Platform "has been a great success" and has already received a very high number of proposals, around 130 high quality and ambitious initiatives, which "demonstrate the vitality, creativity and commitment of the international community as a whole to address the challenges that hinder sustainable development and provide solutions". "Thanks to the Platform, the Seville Commitment is born with 130 concrete and measurable actions that will support its development from day one," he added.
President Sánchez stressed that, in addition to those linked to global health, our country "has wanted to show leadership and redouble its commitment" with several initiatives aimed at achieving international taxation that guarantees fairer taxation of large fortunes; ensuring that development aid has a greater impact; preventing countries from drowning in debt in the event of natural disasters, health or food crises and promoting debt cancellation accompanied by certain commitments. In addition, he added, "we will join a coalition of countries that will work towards ensuring a greater contribution from the aviation sector to just transitions and climate resilience, through a specific levy on business class tickets and private jets".
