The President of the Government of Spain, Pedro Sánchez, has announced that Spain will open a new Office for the Reconstruction of Ukraine in Madrid that will help mobilise official financial instruments, ensure institutional coordination and facilitate regular visits to Ukraine by private sector actors who can play a key role in reconstruction and modernisation efforts.

He also announced that in the coming months a new meeting of the Joint Intergovernmental Commission for Bilateral Economic and Industrial Cooperation between Spain and Ukraine will be held in Madrid, together with a business forum, with the same objective of supporting the recovery of the invaded country. The president made both announcements during his speech at the fourth Ukraine Recovery Conference in Rome.

On this occasion, leaders and representatives from 24 states, as well as international organisations and private companies, discussed new ways to reaffirm international support and further mobilise investment for the reconstruction, reform and modernisation of Ukraine, including the provision of emergency assistance, the implementation of early recovery projects and the creation of attractive conditions to facilitate private sector investment and civil society participation.

Firm and continued" Spanish support

"More than three years have passed since the beginning of Russia's ruthless aggression against Ukraine. And for all his ruthlessness, Putin has not achieved his ultimate goal. He will never succeed," said Pedro Sánchez during his speech at the Plenary Session of the Conference. "I am convinced that Ukraine will write a new chapter of peace, security and prosperity on the continent and will ultimately complete its path towards full membership of the European Union".

The President of the Government of Spain stressed that Spanish support for Ukraine has been "firm and continuous", and includes military support to the tune of 2.82 billion euros, 110 million euros in humanitarian aid and 845 million euros in financial aid. He also recalled that Spain has taken in the fourth largest community of displaced Ukrainians in the European Union, comprising more than 245,000 people.

Reconstruction Office and Joint Commission

The future Office for the Reconstruction of Ukraine in Madrid will be a one-stop shop for Spanish companies interested in developing projects on the ground, as well as strengthening coordination in cooperation and aid with European and multilateral institutions, such as multilateral development banks.

It will report to the Ministry of Economy, Trade and Business, and will work in close contact with the Spanish Agency for International Development Cooperation (AECID) and the various Ukrainian ministerial offices. Its functions will include advising Spanish companies wishing to invest or participate in tenders for the reconstruction of Ukraine, channelling the Government's commercial and investment instruments, identifying tender or investment opportunities for the reconstruction of Ukraine in international financial institutions, coordinating Spain's aid and organising missions to Ukraine by companies or public institutions.

For its part, the Joint Intergovernmental Commission for Bilateral Economic and Industrial Cooperation between Spain and Ukraine will hold its next meeting in Madrid to coincide with a business forum that will strengthen ties between companies from both countries. It will be the second meeting of this joint body, after the 2024 meeting in Kyiv.

"Spanish companies are at the forefront in sectors such as health, energy, water management, railway infrastructure, agriculture, food, digitalisation and defence," said Pedro Sánchez, stressing that encouraging the participation of these companies in the reconstruction of Ukraine "will strengthen our bilateral relations and contribute to European stability and security".
