In his speech, Pedro Sánchez pointed to four key lessons learned from this pandemic: the need to have preventive mechanisms and effective responses, the importance of contact tracing and of identifying the real magnitude of the virus, relying on a robust chain of supplies and the existence of a multilateral system that operates under the maxim of "no-one is safe until we are all safe".

Accordingly, Pedro Sánchez, together with the President of the Council of the EU and the President of France, expressed their interest in setting up an International Treaty on Pandemics, with the aim of laying the foundations for more coordinated and effective action to combat future health crises. This Treaty, indicated the President of the Government, could by signed up to within the framework of the World Health Organization, and be open to subscription by all States, and "could become a sound foundation of this wall against future viruses".
