The Council approved different procedures of special importance for national security. On the one hand, it approved the procedure that regulates the preparation of a new National Security Strategy - a revision of the previous one from 2017 - which was agreed to be undertaken at the National Security Council meeting held on 22 June. On the other hand, the procedure for the revision of the National Energy Security Strategy from 2015 was approved, which required updating given the significant transformation undergone in the energy sector in everything related to the ecological transition and technological development.

Furthermore, a new Procedure for Action against Misinformation was ratified, which includes a revision and improvements to the one approved last year.

The creation of a Strategic reserve of national industrial production capacities was also approved.

Lastly, the National Security Council approved - by way of the development of the National Counter-Terrorism Strategy 2019 - the Strategic National Plan to Prevent and Fight Violent Radicalisation and a Strategic National Plan to Fight the Financing of Terrorism.

The meeting was attended by the First Vice-President of the Government and Minister for the Presidency, Parliamentary Relations and Democratic Memory; the Second Vice-President of the Government and Minister for Social Rights and 2030 Agenda; the Third Vice-President of the Government and Minister for Economic Affairs and Digital Transformation; the Fourth Vice-President of the Government and Minister for Ecological Transition and Demographic Challenge; the Minister for Foreign Affairs, European Union and Cooperation; the Minister for Justice; the Minister for Defence; the Minister for the Treasury and Government Spokesperson; the Minister for Home Affairs; the Minister for Transport, Mobility and Urban Agenda; the Minister for Industry, Trade and Tourism; the Minister for Territorial Policy and Public Function, the Minister for Health and the Minister for Science and Innovation. Other attendees included the Chief of Staff of the Presidency of the Government and Secretary of the National Security Council; the State Secretary for Communication; the State Secretary for Foreign Affairs and for Ibero-America and the Caribbean; the Chief of the Defence Staff; the State Secretary Director of the National Intelligence Centre; the State Secretary for Security and the Director of the National Security Department of the Office for the Presidency of the Government.
