The European Council will split its discussions on Brexit into two separate formats. On Tuesday, 28 June, an initial meeting will take place with all Heads of State and Government at which Prime Minister David Cameron will explain the situation in the United Kingdom following the referendum. This will be followed by an exchange of opinions among the Member States.

On the following day, Wednesday 29 June, a second meeting will take place without the presence of David Cameron, at which the 27 Member States will debate the practical and political implications of Brexit with a focus on two issues: the development of the EU departure process provided for in Article 50 of the EU Treaty and the future of the European Union based on only 27 members.

In this regard, it is expected that a Declaration will be issued by the 27 Heads of State and Government from the remaining Member States of the European Union on the steps to be taken and the future operation of the EU.

Finally, the European Council will also adopt conclusions on immigration issues (EU-Turkey Agreement and the proposal from the European Commission on a framework of cooperation with non-EU countries), economic issues (macroeconomic supervision of the European Semester, internal market and investment) and international political issues (Global Foreign Affairs and EU Security Strategy and NATO/EU cooperation vis-á-vis the Warsaw Summit on 8 and 9 July), although these issues have had to concede a large part of the time allocated to them on the initially proposed agenda in order to discuss the challenges posed for the European Union by the departure of the United Kingdom.
