The Minister for Housing and Urban Agenda, Isabel Rodríguez, held a meeting with the European Commissioner for Energy and Housing, Dan Jørgensen, with whom she discussed the progress made by the Government of Spain in increasing the supply of affordable housing in Spain, with special emphasis on the State Housing Plan 2026-2030, approved by the Council of Ministers on 21 April 2026.
The minister outlined the main points of the plan to the commissioner, which includes record funding of €7 billion, tripling the amount of the previous State Housing Plan, and which allocates at least 40% of this investment to expanding the public housing stock, which will be permanently protected.
In the same vein, Rodriguez briefed Jørgensen on the progress made in implementing the PERTE for the industrialisation of the construction sector; and on housing market regulation, particularly the positive results achieved in areas with a tight housing market and by means of the short-term rental register, which has already brought to light the existence and location of more than 80,000 illegal tourist flats operating on online platforms.
The minister also reiterated the need to implement the housing measures announced by the President of the Government during the European Council last October 2025 to curb speculation, manage areas under pressure, and set up a specific funding package to promote more public, sustainable and affordable housing.
Rodríguez underlined that all these instruments are in line with the European Housing Plan presented by the European Commission: more affordable housing, better regulation, and greater support for those that face the greatest difficulties in accessing the free market, such as young people, students and vulnerable groups.
The meeting was attended by the Secretary of State for Housing and Urban Agenda, David Lucas; the Director General for Housing and Land, Javier Martín; and on behalf of the Commission, by the Deputy Head of the European Commission's Representation in Spain, Nikolaos Isaris.
