The Minister for Digital Transformation and Civil Service, Óscar López, has highlighted the digital transformation process underway in the Spanish economy, which is making Spain an attractive destination for new investments from international companies that are strengthening the country's technological independence.

"Spain's digital revolution is attracting enormous investments, foreign talent, and new capabilities that reinforce our path toward strategic sovereignty. In recent months, we have announced new public-private partnerships that are creating jobs and projects in quantum computing, photonics, and satellites", the minister stated.

The minister made these remarks at the opening ceremony of the AI World Tour Madrid, hosted by Oracle in the capital. During his speech, López also highlighted the opportunity that the European Next Generation funds have provided for Spain's takeoff in the race for digital transformation on the global stage. "A breeding ground for public-private partnership projects that motivate companies like Oracle to multiply their investments here", he added.

In this regard, he emphasised the technology company's interest in Spain. Spain is the only member of the European Union that hosts three cloud regions, one of which is linked to Oracle's EU sovereign cloud proposal, based in Madrid since 2023. "This makes Spain one of the few European countries with a technological asset of this calibre", the minister said.

During the event, Oracle CEO Mike Sicilia acknowledged Minister López's participation: "We are grateful to the Minister for Digital Transformation and Civil Service for joining us today at Oracle's AI World Madrid and for promoting cloud and AI technology, which will strengthen Spain's digital sovereignty. We look forward to continuing our collaboration to promote innovation in artificial intelligence across the country".

For his part, Óscar López highlighted the collaboration between Oracle and Telefónica in creating the world's largest cloud supercomputer for AI in Spain, with 800,000 next-generation processors ready to train the world's largest language models in Madrid.

"I believe the Oracle-Spain alliance is a win-win, because our country contributes talent, public resources, legal certainty, affordable energy, and world-class digital infrastructure. Oracle is collaborating with Spain to consolidate our leadership in the cloud with real projects that are useful for our businesses and citizens, and on the path toward European privacy, the rule of law, and digital sovereignty", López stated.

In this context, the minister identified Oracle as a "strategic supplier" for the Government of Spain, not only in cloud services, but also in areas such as experimental use cases that "will improve citizens' lives, translating legal documents, automating procedures, and improving healthcare monitoring", he added.

López emphasised the technology company's role in public administration management, as well as the government's interest in deploying a sovereign cloud in partnership with the company. "Oracle's approach of bringing AI to data allows the Spanish administration to leverage its existing infrastructure, with multimodal options and without reusing data to retrain commercial language models", he explained.

The Minister of Digital Transformation and Civil Service held a meeting this Monday in Madrid with Oracle CEO Mike Sicilia to strengthen public-private collaboration, marking his first visit to a European country. During the meeting, they explored the opportunities that Oracle's cloud and AI strategy in Europe offers for Spain.

"If Oracle intends to invest one billion euros to expand its cloud operations in Spain, it's because we are fertile ground for 21st-century technologies. It's because Spain is a reliable partner," the minister emphasised.

In closing, Óscar López addressed the forum of investors and companies gathered for the event, extending the Government of Spain's support to all of them to continue fostering the public-private partnerships that have proven so successful in the digital transformation of the Spanish economy.

"We have the vision and we have the tool: the España Crece sovereign wealth fund. What we do now will shape the next forty years. And I'm eager for you to see how brilliant Digital Spain is", he concluded.
