Albares, who inaugurated a working session in which the main milestones of this roadmap for Spanish policy for the next four years were outlined, explained that this text defines the role that Spain wishes to play in the complex international scenario, setting out "what our interests are, what values we identify with and how we will project ourselves in the world over the next four years".

This document, approved by the Council of Ministers on 10 June 2025, is available for the first time on the ministry's website in Spanish, English, French and, for the first time, in the co-official languages of Catalan, Basque and Galician.

The drafting of the text was carried out in close coordination with all the ministries and with a broad participatory process that included the regional governments, local entities, political parties, the private sector, civil society and dozens of experts in international relations, whom the minister thanked before remarking that "foreign policy is a state policy, and this strategy is a faithful reflection of this".

Albares also wanted to underline that the strategy "not only marks the roadmap of our external action for the next four years, but it is also a declaration of principles and intentions, a vision of what Spain is, of what it aspires to be in the world, and of how it will contribute - with firmness, identity and coherence - to a fairer, more sustainable and more humane international order".

Presentation of the thematic axes

In his speech, the minister explained that the strategy defines a "foreign policy with its own identity that responds to three main objectives: to strengthen our capabilities in a more autonomous Europe, to ensure that Spain continues to defend its values and interests in the world, and to protect the life projects of Spanish men and women".

After his opening remarks, the event continued with a thematic presentation of the different axes of the strategy by the ministerial teams responsible for its implementation. The working groups presented the contents of "A stronger Europe", "A committed Spain", "A Spain that builds peace and security" and "Spain in the world", which constitute the priority lines of action for the period 2025-2028.
