Science, Innovation and Universities joins the 'International Coalition for Science, Research and Innovation in Ukraine'

The Ministry of Science, Innovation and Universities, on behalf of the Government of Spain, has formalised its adhesion to the 'International Coalition for Science, Research and Innovation in Ukraine', a joint initiative led by Ukraine, Italy, the European Union and UNESCO.

This strategic partnership aims to rebuild and modernise the Ukrainian science and innovation ecosystem, which has been severely affected by Russian aggression, and to consolidate its integration into international and European R&D systems.

The Ministry of Science, Innovation and Universities joined the coalition in the context of the Ukrainian Recovery Conference (URC 2025) and it represents a firm commitment to strengthening Ukraine's scientific capital as an essential pillar for the country's long-term recovery and sustainable development.

Since the beginning of the conflict, the Ukrainian science system has suffered severe structural damage: 30% of research institutions have been physically affected, 20% of researchers displaced, and R&D investment has fallen to 0.33% of GDP, well below the national target of 1.7%. This situation threatens to further weaken key sectors for the country's reconstruction.

The new Coalition, the creation of which was formalised by the signing of the Rome Declaration, is tasked with coordinating international efforts, channelling financial, technical and human support, and creating a space for dialogue between the Ukrainian government and its international partners. Spain thus joins a group of countries and institutions committed to the recovery of scientific talent, the development of research infrastructures and international cooperation in science.

The Minister for Science, Innovation and Universities, Diana Morant, said that by joining this coalition "Spain demonstrates its commitment to open, collaborative and supportive science, and reaffirms its support for the Ukrainian people on their path to recovery, stability and European integration".
