At the meeting, both parties agreed to develop the inter-ministerial agreement, signed at the end of 2023, to facilitate the recruitment of foreign workers.

José María Torres, president of Conpymes; José Manuel de Pablos, director of the association; and Juan José Gil, secretary general, presented the minister with their main proposals to promote a dynamic labour market.

The minister, for her part, highlighted the latest measures promoted by the Ministry for this group, such as the new contribution system for self-employed workers, based on their net income, which has meant a major structural reform agreed with the self-employed associations and social partners.

In addition, Elma Saiz informed them of the launch of the Observatory for monitoring the cessation of self-employed activity, scheduled for the end of the month. In 2023, the cessation of activity benefit was received by 10,000 self-employed individuals.

Sharing international experiences in social security

The minister then met with representatives of the Ibero-American Social Security Organisation (OISS), an international organisation that promotes the economic and social welfare of Ibero-American countries and those linked by the Spanish and Portuguese languages. It does this through the exchange of mutual experiences in social security and in the field of social protection in general.

"The modernisation of management is one of the challenges to which social security systems must respond," said Saiz. "In recent years we have modernised and simplified the ways to carry out any procedure related to Social Security," she added.

The promotion of digital administration has been an ongoing commitment to place Social Security at the forefront of citizen services.

Meeting with the Colombian Ambassador

The day concluded with a meeting with the Colombian ambassador to Spain, Eduardo Ávila Navarrete, who will take up his post in October 2022.

Among other issues, they discussed the social security agreement and the circular migration model promoted by the Ministry with Colombia, as a successful example of regular, orderly and safe channels.

New selection processes have already been carried out in these kinds of projects with Colombia, e.g. for the fruit campaign.
