Nadia Calviño takes over the presidency of the International and Ibero-American Foundation for Administration and Public Policy (FIIAPP)

In the words of Pilar Cancela, Secretary of State for International Cooperation and President of the Permanent Commission of the Board of Trustees of the International and Ibero-American Foundation for Administration and Policies (FIIAPP), "Spanish Cooperation is a state policy and public technical cooperation is an essential part of this system. The exchange of knowledge, peer-to-peer learning and learning between public administrations in more than 120 countries results in a global benefit that contributes to the improvement of people's well-being".
For the director of FIIAPP, Anna Terrón, "public technical cooperation is gaining ground as a priority form of cooperation not only in Spain, but also in Europe: building development through support for institutional reforms and the improvement of public policies increases the impact and scope of projects. It is also a form of cooperation deeply rooted in European values and human rights.
The Board of Trustees of the FIIAPP, an integral part of the Spanish cooperation system, is chaired by the First Vice-President of the Government and is made up of the ministers or secretaries of state of the main ministries involved in internationalisation and cooperation.
Public technical cooperation achievements
FIIAPP is currently implementing a project volume of over 400 million euros in more than 120 countries, with a significant proportion of European funding. Its mission is to improve public policies and systems that impact on development, from climate, migration, justice and security to digitalisation, employment, transport, trade and, centrally, social cohesion. All these actions are part of our Government's feminist foreign policy. Support for the Inter-American Transparency Law, the creation of a legal assistance network for migrants in Latin America, the dismantling of a trafficking network in Niger, the training of more than 2,000 judges and prosecutors in Turkey and the integration of disability into public policies in five countries are among the achievements of this Foundation in 2021.
Cooperation from and for public systems
Beyond this impact, the distinctive value of the FIIAPP lies in the way it works: it directly mobilises professionals from public administrations (state, regional, municipal) to participate in international cooperation actions, integrating themselves for a time in the institutions of other countries, in a horizontal relationship of exchange of experiences and knowledge.
The Board of Trustees has approved the Foundation's Strategy for 2021-2024, which has the establishment of international alliances - of Spain and Europe with third countries - as its priorities, as well as the internationalisation of our administrations, excellence in project management - more than 80 planned in 2022 - and the increase in the relative weight of cooperation from public systems.
