The Government presents the Climate Shelter Network as part of the State Pact on the Climate Emergency

The Government has launched the Climate Shelter Network at the head office of the Ministry of Ecological Transition and Demographic Challenge (MITECO), as part of the State Pact on the Climate Emergency. The Network comprises more than 180 public and accessible spaces managed by the General State Administration, which will be open throughout the country this summer and every year from 15 May to 30 September.

"We are faced with an undeniable reality: we are confronting the greatest challenge of our time - the climate emergency. "Science confirms that this emergency is accelerating, with extreme events becoming increasingly frequent, intense and prolonged," said the Vice-president and Minister for Ecological Transition and the Demographic Challenge, Sara Aagesen, speaking at the launch event, which was brought to a close by the President of the Government of Spain, Pedro Sánchez.

Protection against the impacts of climate change

The Climate Shelter Network responds to pillar eight of the State Pact on the Climate Emergency, which sets out to protect people's health from the impacts of climate change; specifically, its first point proposes a network of safe, accessible spaces that are well distributed across the country.

To this end, during the event, the vice-president announced the publication of the Guide for the Climate Shelter Network, which is available to local authorities, businesses, associations and organisations wishing to set up a climate shelter. The document includes information on how to carry out an initial assessment, the minimum requirements that shelters must meet, and additional features that would be desirable to improve the facilities.

Centres that meet these requirements and wish to join the Network can be included on the Map of Climate Shelters across Spain, a tool developed by MITECO to enable members of the public to check the availability and features of nearby climate shelters, which already lists 1,100 identified shelters across the country.

Furthermore, new structures may be incorporated into the Network following the call for innovative proposals for the creation of urban, temporary or seasonal climate shelters, which was launched in June and has received numerous submissions.

Membership of the State Pact on the Climate Emergency

The Government announced the proposed State Pact on the Climate Emergency in September 2025, setting out ten priority commitments, and following a consultation process in which nearly 4,000 contributions were received from 1,300 stakeholders, a text setting out 15 key areas for action was presented last December.

Any organisation wishing to support the proposal may do so via a form available on the Pact's website, with the aim of ensuring that the proposal reflects strong support from society, the business sector, trade unions, the scientific community, the agricultural sector and institutions, and that, in turn, it serves as an incentive for all public administrations and political parties to join the initiative.
