The Minister for Agriculture, Fisheries and Food, Luis Planas, and the director general of the State Administration of Market Regulation of China (SAMR), Lou Wen, have signed a memorandum of understanding (MoU) to boost cooperation in the certification of organic products between the two countries.

The minister pointed out that "this agreement opens up new opportunities for the Spanish organic sector and contributes to strengthening its position in international markets". The memorandum establishes a framework for technical and regulatory collaboration to promote the exchange of information, harmonisation of standards and the development of trade in organic products. In this context, the parties will cooperate on training, capacity building, certification and control systems.

The creation of working groups and the organisation of seminars, technical meetings, visits and exchanges between administrations and sectors involved are also foreseen. Spain is thus consolidating its position as a European benchmark in organic production. In 2024, the sector achieved the highest trade balance in its history, with exports worth 3,884 million euros.

With this signing, Spain and China reach 30 agri-food cooperation agreements signed between the two countries (23 of them since 2018), reflecting the high level of institutional and commercial collaboration in this field.

Food security cooperation

The meeting also discussed progress in cooperation on food security, in the framework of the memorandum signed in November 2025 between the Ministry of Agriculture, Fisheries and Food and the State Administration of Market Regulation of China.

To this end, a work plan has been signed to develop cooperation in the area of infant formula food. It is aimed at facilitating the registration and authorisation of Spanish manufacturers interested in exporting to the Chinese market, always in compliance with the regulatory and sanitary requirements established by both parties. The plan includes the creation of a specific working group, the exchange of technical and regulatory information, training actions and technical visits between the two countries.

Luis Planas stressed that cooperation in food security with China is based on mutual trust and respect for the highest health standards, and "allows us to continue to make progress in opening up opportunities for our companies under conditions of maximum guarantee".

Relations between the two countries are currently very dynamic. "China is a strategic partner for Spain", Minister Planas remarked, and the main destination for Spanish agri-food exports in Asia.

Bilateral agri-food trade exceeded 1.8 billion euros in Spanish exports in 2025, with pork, animal by-products for human consumption and olive oil among the main exported products.
