Spain and Ukraine sign Technical and Financial Cooperation Agreement to support the country's reconstruction

The agreement aims to establish a set of legal rules and procedures, including provisions on taxation and customs, to simplify and expedite the implementation of technical and/or financial cooperation projects financed by Spain in Ukraine, ensuring their alignment with Ukrainian priorities, European mechanisms, and international standards of transparency, financial control, and good governance.

This agreement is the result of work initiated with the signing of the corresponding Letter of Intent during President Zelensky's last visit to Madrid in November 2025.

Furthermore, Ukrzaliznytsia (UZ) - the state-owned company that manages Ukraine's railway infrastructure and operates rail transport for both passengers and freight - today signed a commercial contract with the Spanish company TRIA for a non-reimbursable operation of the FIEM line, valued at €5,479,625. This contract will fund a pilot project to implement automatic gauge-changing technology for freight trains in Ukraine, connecting the existing 1520 mm gauge (Soviet gauge) network with the Spanish 1668 mm gauge network and the European 1435 mm standard gauge network. This technological adaptability will increase connectivity across the entire Ukrainian territory by rail.

During the visit, a donation agreement was also signed between ICO (as the State's financial agent) and the Ukrainian company, formalising this financial contribution.

In these efforts, Spain relies on the Spanish Office for the Reconstruction of Ukraine, under the Ministry of Economy, Trade and Business, which acts as a one-stop shop to coordinate and identify opportunities, facilitate the participation of Spanish companies, and channel technical and financial cooperation. Its work strengthens Spain's capacity to support Ukraine in high-impact projects and to effectively mobilise public and private resources.
