Albares signs an agreement with his Montenegrin counterpart to strengthen cooperation in the process of European integration

The signing of the agreement will enable a greater exchange of experiences and best practices between the administrations of the two countries, as well as progress in identifying possible projects in which Spain can provide support and advice. This initiative is part of the shared will to deepen bilateral cooperation and, in a practical way, to support Montenegro's efforts to align with the EU acquis and move towards full European integration.
Minister Albares reiterated his commitment to the stability and development of the Western Balkans, and acknowledged Montenegro's constructive role in this context. The two delegations also reviewed the good relations between Spain and Montenegro and reaffirmed their desire to maintain a fluid political dialogue.
Albares welcomed Montenegro's progress in its accession process, especially the steady pace of reforms and the commitment to convergence towards European standards. "Spain is a firm supporter of Montenegro's accession to the European Union, a process that we hope will culminate in its accession in 2028," the Spanish minister said.
Two decades of diplomatic relations
Other issues of common interest were discussed, including the recent participation of a Montenegrin delegation, led by President Milatović, in the Fourth International Conference on Financing for Development in Seville. Albares welcomed this presence as a sign of Montenegro's commitment to multilateralism.
Mention was also made of the forthcoming commemoration in 2026 of the 20th anniversary of the establishment of diplomatic relations between the two countries.
