The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, chaired the meeting of Ibero-American foreign ministers on Monday, 24 November, which gave the green light to the strategic objectives for Ibero-American cooperation and mandated the relevant bodies to develop an operational plan for their implementation.

At the meeting, held virtually, the ministers also approved a Common Ibero-American Position Statement calling for the next Secretary-General of the United Nations to come from Latin America and the Caribbean.

Furthermore, the foreign ministers made progress in developing a proposal for a structured and ongoing dialogue with the Caribbean region, with an agenda focused on shared interests and aimed at achieving tangible results based on cooperation between the two regions.

The meeting, held under the pro tempore Secretariat held by Spain, also resulted in the approval of various administrative documents needed for the functioning of the Ibero-American General Secretariat (SEGIB), as well as the presentation of the report on Associate and Consultative Observers. This report will serve as the basis for establishing a schedule of meetings with concrete proposals on political and cooperation matters in preparation for the Ibero-American Summit in Madrid.

This renewed impetus to the operational mechanisms of the Ibero-American Community of Nations advances the schedule of ministerial meetings, forums, and preparatory gatherings leading up to the Ibero-American Summit of Heads of State and Government, to be held in Madrid on 4 and 5 November, 2026.
