This Agreement seeks to facilitate the movement between companies of executives and specialised workers, the movement of qualified professionals, researchers, investors and entrepreneurs within the Ibero-American area, along with work experience and internships for young people in Ibero-American companies, thus fostering the transfer of knowledge, innovation and scientific and intellectual creation.

The Agreement signed provides for channels to remove obstacles to this mobility, both in terms of migration and for professional and study purposes, including the recognition of qualifications.

The Minister for Foreign Affairs of Guatemala, Pedro Brolo; of the Dominican Republic, Teodoro Álvarez Gil; of Portugal, Augusto Santos Silva, and the Minister for Foreign Affairs, European Union and Cooperation of Spain, Arancha González Laya, whose country promoted this initiative, attended the signing event in Andorra. "This is how we contribute to creating an Ibero-American Community", stated Arancha González Laya.

The signing of this Framework Agreement is a highly important milestone in the process that began at the 24th Ibero-American Summit held in Veracruz in 2014, during which the Heads of State agreed to boost academic mobility and the movement of talent in Ibero-America as a key element in the development of the region.
