Central Government and regional governments agree on coordinated public health actions to control Covid-19 infections

Specifically, it has been established that it is necessary to implement measures in areas with more than 100,000 inhabitants that have a rate of more than 500 cases per 100,000 inhabitants in the previous 14 days, a positive rate in diagnostic tests of active infection above 10% and that are in autonomous regions with a total intensive care bed occupancy rate by patients with Covid-19 above 35% higher than the usual level of occupancy.

In those areas which meet these requirements, the 11 control and response measures must at least be applied, together with the two recommendations contained in the document agreed on Wednesday afternoon.

Firstly, the arrival and departure of people to and from the areas affected will be restricted, except those journeys that are suitably justified to visit care centres, to attend health services and establishments, for compliance with labour, professional, business and legal obligations, attendance at university, teaching and education centres, including nursery schools, and care for the elderly, children, dependent persons, those people with disabilities and particularly vulnerable individuals, among others.

Travel will be permitted on roads and highways that pass through these areas provided that the origin and destination are the same place. And residents may travel in the areas affected, provided that they respect the individual and collective measures established by the competent health authorities.

Furthermore, the participation in gatherings of people to develop any activity or event of a family or social nature, both on public thoroughfares and in public and private spaces will be limited to a maximum of six people, unless this includes people who cohabit a dwelling place, and except for labour or institutional activities, or other activities where specific limitations or measures are established.

Maximum capacity, distancing and timetables

Pool Moncloa / Borja Puig de la BellacasaIn addition, a maximum capacity, social distancing and timetables have been established for certain establishments, such as places of worship. The maximum capacity there will be one third and a minimum social distancing limit of 1.5 metres must be assured.

At wakes, the maximum capacity will be of 15 people outdoors and of 10 people indoors, whether or not they cohabit. And participation at funeral processions and cremations will be limited to a maximum of 15 people.

In the case of establishments, shopping premises and other services open to the public, the maximum capacity will be of 50% and they must not open later than 10 pm, except in certain specified cases.

As regards hotel and catering establishments, restaurants and gaming premises, the maximum capacity will also be 50% indoors and 60% outdoors. Food and drink may not be consumed at the bar. And tables or groups of tables must maintain a distance of at least 1.5 metres between the chairs assigned to other tables or groups of tables. The maximum number of people that may sit at a table or group of tables will be six.

It must be taken into account that new customers may not be admitted after 10 pm and that the premises must close by 11 pm, except those services with home deliveries.

Academies, driving schools and unregulated private teaching centres and training centres not included in the scope of application of Article 9 of Royal Decree-Law 21/2020, of 9 June, will have a maximum capacity of 50%.

Sports installations, whether indoors or outdoors, will also have a maximum capacity of 50% indoors and 60% outdoors, and the practice of groups sports will be limited to a maximum of six people.

At official State non-professional competitions and international competitions organised by Spanish sporting federations carried out in those areas covered under Section 1.1, the Protocol of Action will be applied for the return of State non-professional competitions for the season 2020/2021, as drawn up by the National Sports Council.

Strengthening of health capacities

The same document states that regions with municipalities subject to the circumstances listed to apply these measures must strengthen their capacities for the early detection and control of the disease, as well as for healthcare, pursuant to the provisions of the Early Response Plan in a scenario to control the COVID-19 pandemic.

In the section of recommendations, the agreement establishes that all unnecessary movement and travel should be avoided in those municipalities where these measures are to be applied. Regional governments should also approve special plans for municipalities with less than 100,000 inhabitants with a high accumulated rate of new cases.
