It states that retail businesses and professional services will be able to re-open regardless of their physical size provided that capacity is limited to 50%. A timetable during which priority should be given to the over-65s will be put in place.

The Ministerial Order also states that common and recreational areas at shopping centres will be able to re-open, although capacity must be limited to 40%. Capacity inside the businesses located within shopping centres must be limited to 50%.

Street markets will be limited to half the usual or authorised number of stalls. Local council authorities will be able to increase the size of the area used for this activity or set additional days for this activity.

In the hospitality sector, outdoor terraces will be able to open at 75% capacity and customers can use the bar provided that safety distances are maintained. Common areas in hotels and tourist accommodation establishments can open to the public provided that capacity is limited to 50%. Restrictions on active and nature tourism activities are eased to a limit of 30 people per group.

Cultural activities

Cultural activities can take place at libraries and museums with a limit of no more than 50% of the authorised capacity. Medium-level training in non-professional federated leagues is allowed, as well as sports events and activities.

Cinemas, theatres, auditoriums, travelling circuses and similar performance venues can re-open provided that they have pre-assigned seats for their audiences and no more than half of the authorised capacity.

Recreational tourism centres, zoos and aquariums can re-open with a maximum capacity of 50%. Casinos, establishments for group games of betting and chance, gaming parlours, recreation halls, raffles and tombolas, and specific betting establishments can also re-open provided that capacity is limited to 50% and the hygiene and prevention measures stipulated in the Ministerial Order are applied.

Another section of the Order defines the conditions for outdoor activities aimed at children and young people. When these activities take place outside, the number of participants must be limited to 50% of the usual maximum capacity and no more than 200, including the monitors. When these activities take place indoors, the number of participants must be limited to one-third of the usual maximum capacity and no more than 80.

Social measures

It will be possible to travel within your province, island or territorial unit and this will not be limited to certain times for specific groups. However, extreme health and safety precautions should be taken by those groups considered as COVID-19 vulnerable. Groups must be limited to a maximum of 20 people, except for those living in the same household.

Wakes can be held at any venue, public or private, with a maximum limit of 50 people in outdoor spaces and 25 in indoor spaces, whether or not they live in the same household. Participation in the burial procession or cremation ceremony for the deceased is restricted to no more than 50 people, restricted to friends and family.

Wedding ceremonies can take place either outdoors or indoors, with a 75% capacity limit and no more than 150 people outdoors or 75 people indoors.
