Over recent days, Salvador Illa has held bilateral meetings with councillors in each autonomous region. These meetings were used to discuss the situation of each of the proposals for progress under Phase 1 drawn up by each regional authority based on criteria to assess their strategic capacity for the transition process (attached as an annex).

As a result of the technical analysis of the documentation, 51% of Spanish citizens will be in a position as from Monday to enjoy more flexible social distancing measures as their places of residence move to Phase 1 of the Plan for the transition towards a new normality (attached as an annex with the list).

In these regions, social contact will be permitted of up to a maximum of 10 people, without counting those cohabiting. At any event, a minimum distance should be maintained of two metres and physical protection and hand hygiene measures should be established.

The Order regulating Phase 1 will allow, among other measures, the re-opening of bar and restaurant terraces in the open air with up to a maximum number of tables that is less than 50% of those authorised. A maximum of 10 people are allowed at each table or group of tables, at which customers must also respect the distances between one another.

Hotels

As regards hotels and other tourist establishments, their restaurant services will be for the exclusive use of customers. The use of spas, gymnasiums, children's clubs, play areas for children, discotheques, events rooms, etc. is prohibited. The Order also establishes specific hygiene measures for these establishments.

People with COVID-19 symptoms, those that have been diagnosed with the disease and those who have been in close contact with someone with symptoms or diagnosed should remain in quarantine.
