President of the Government receives technical report with health recommendations for transition strategy towards new normality

This document contains the position of a number of experts since the start of the epidemic and provides for the health measures and principles of action to achieve a new normality within the framework of COVID-19.

The report highlights four specific capacities that should be strengthened to safely and effectively begin the transition: healthcare, epidemiological monitoring, the early identification and containment of sources of contagion and collective protection measures.

Once these four strategic capacities are sufficiently developed, decisions may be taken that allow a gradual increase in mobility and labour activity.

1. Strengthened healthcare

To guarantee healthcare both in hospitals and primary care centres. The aim is to recover healthcare quality for non-COVID-19 patients and establish suitable facilities for COVID-19 patients over the next few months that also allow them to respond to possible outbreaks of the disease and new epidemic waves.

2. Epidemiological monitoring

The capacity to establish monitoring indicators and protocols to effectively oversee the transition.

3. Identification and containment of sources of infection

To strengthen the identification and containment of sources of infection as a necessary condition to start the transition to new phases in the epidemic.

4. Collective protection measures

The report highlights the actions that require a sustained boost from the Ministry of Health and regional governments, such as social distancing, adequate hand hygiene and respiratory etiquette.
