For the State Secretary for Trade, Xiana Méndez, "the Guide provides a response to the concerns and general doubts in the commercial sector and seeks to help in the adoption of the most suitable measures to guarantee the safety of staff and customers". To prepare this, the instructions and preparations drawn up by the Ministry of Health were taken into account, together with proposals from associations and trade unions.

The Guide is extensive in its scope of application and contains a set of easily understandable recommendations. "We hope this helps raise awareness, and enhance responsibility and solidarity from both companies and their staff and consumers; between us all we can tackle the pandemic of the coronavirus effectively, avoiding a negative effect on the economy, jobs and the health of our country", said Xiana Méndez.

The recommendations are addressed at retail establishments for food, drinks, basic products and goods, chemist's, medical establishments, opticians and establishments for orthopaedic products, hygiene products, newsagents, petrol stations, tobacco shops, establishments for technological and telecommunications equipment, pet food shops, online, phone and correspondence shops, laundromats and dry cleaners, pursuant to the provisions of Royal Decree 463/2020, of 14 March, declaring the state of emergency to address the situation of the health crisis caused by COVID-19.
