Both meetings are important in terms of making progress in the fight against climate change and in innovation when taking decisions on climate change and sustainable development policies.

Accordingly, a regional workshop was held in Madrid on 4 and 5 November entitled "Long-term Strategies". These strategies are some of the main instruments in the fight against climate change by countries established in the Paris Agreement, which must be submitted to the United Nations Framework Convention on Climate Change in 2020, as established in the Paris Agreement.

The workshop in Madrid was used to discuss both the process and the tools that can facilitate the preparation of these strategies. Spain has made available to other countries the models used to identify and implement mitigation measures in the different socio-economic sectors in the medium and long term.

Other important aspects related to the adaptation to the impact of climate change were also addressed, as well as the quantification of investments necessary and the benefits generated on health and employment, the role of agriculture and forest carbon sinks, the just transition, questions related to gender and examples of initiatives to mobilise citizens.

Furthermore, the 16th Annual Meeting of the RIOCC is being held on Thursday and Friday in Andorra la Vella. Andorra, which holds the Pro Tempore Secretariat in the framework of the preparation of the 27th Ibero-American Summit of Heads of State and Government, under the slogan of "Innovation for the 2030 Sustainable Development Goals", is stepping up the issues of environment and climate change, hosting various related events and is firmly committed to calling the Ibero-American Conference of Environment Ministers in 2020.

Decision-making aligned with science

Ministerio para la Transición EcológicaTaking this slogan into account for the upcoming summit, the Annual Meeting of the RIOCC has focused on the important role of observatories and research and innovation centres in taking decisions on climate change policies and the opportunities for regional and cross-border cooperation in this field. Accordingly, results have been presented, together with experiences at work centres and observatories that are working in various eco-systems (land, including mountainous, marine and coastal, etc.) and in social sectors such as health.

These events have been able to count on the attendance of some 40 participants, including the participation of 18 countries from the Ibero-American region, with the support of the UN Economic Commission for Latin America and the Caribbean (ECLAC) and the participation of the Ibero-American General Secretariat (Spanish acronym: SEGIB), the Spanish Agency for International Development Cooperation (Spanish acronym: AECID), the International and Ibero-American Foundation for Administration and Public Policies (Spanish acronym: FIIAPP), through the EUROCLIMA+ Programme, and the Conference of Directors of Ibero-American Meteorological and Hydrological Services (Spanish acronym: CIMHET).

The announcement by Spain that it will host the COP25 under the Chilean Presidency is framed within the context of Spain's desire to facilitate a space that allows Chile and the Ibero-American region to capitalise on its commitment to multilateralism and to the tremendous effort it has been making since the start of the preparations for the summit, thus strengthening the strong regional commitment in the field of the environment and climate change. Meetings will also be held this week of the Ibero-American and Caribbean Network of MAB Committees and Biosphere Reserves and of the Ibero-American Conference of Water Directors (Spanish acronym: CODIA).
