Resolution 2249 condemns the attacks perpetrated by DAESH in June in Sousse (Tunisia), in October in Ankara and in the Sinai Peninsula, and in November in Beirut and in Paris, and defines the threat of the terrorist group DAESH as global and unprecedented. Consequently, it agrees to offer a coordinated response such as never before seen, urging Member States to adopt the necessary measures in line with international law on the territory controlled by DAESH in Syria and Iraq with the aim of preventing and curbing the terrorist actions of DAESH and other terrorist groups such as the al-Nusra front and those associated with al-Qaeda, and eradicating the safe haven established in large swathes of Syria and Iraq.
The international community has thus taken a unified and decisive step towards combating DAESH terrorism and other terrorist groups and has stepped up legal coverage and the international legitimacy of actions undertaken to combat it.
Spain and the international community refuse to be intimidated by terrorism, whether it may be in Bamako, as on Friday, or in Paris, Beirut, the Sinai, Ankara or Sousse; or indeed in Casablanca, New York or Madrid. In fact quite the opposite, these cowardly crimes only drive us to act with greater unity, speed and determination.
Spain considers that the best way to defeat terrorism is by maintaining our principles and values, without compromising or renouncing respect for human rights and the rule of law. Any other action would be tantamount to giving in to terrorism.
