The Government of Spain approves the Youth Culture Voucher 2023

The Council of Ministers has approved the regulation Youth Culture Voucher for 2023. In this second edition, the 400 euro Voucher grant is aimed at the 500,000 young people who turn 18 during 2023. It may be used to purchase and enjoy cultural products, services and activities.

The aim of the Youth Culture Voucher is to promote universal and diversified access to culture for young people, to generate and consolidate habits of consuming cultural products, to create new audiences, to stimulate demand and to strengthen the cultural sector. Each beneficiary may spend up to 200 euros on live arts, cultural heritage and audiovisual arts; a maximum of 100 euros on physical cultural goods, and a further 100 euros on digital or online consumption.

The Voucher can be used exclusively in establishments and institutions participating in the programme. Management is carried out through a specific technological platform. Applications are processed on a first-come, first-served basis and, once the beneficiary has been granted aid, the full amount is paid in a single payment, in the form of a virtual prepaid card loaded with the grant amount. As an exception, physical cards can be issued if the beneficiary does not have a compatible mobile device.

Protection for people with disabilities

The Government of Spain has established a regulation on the basic conditions of accessibility and non-discrimination of people with disabilities for access to and use of goods and services available to the public.

The standard facilitates the daily life of people with disabilities by removing obstacles and barriers in areas such as leisure, commerce, health and education. This completes the development of the General Law on the Rights of People with Disabilities and their Social Inclusion.

Elimination of Racial Discrimination

On the occasion of the International Day for the Elimination of Racial Discrimination, the Government of Spain has adopted an institutional declaration in which it identifies the fight against racial or ethnic discrimination and structural racism as a priority.

In the coming weeks, the Government of Spain will launch a new hotline for victims of racial or ethnic discrimination, the number for which will be 021.

Other agreements of the Council of Ministers

The Council of Ministers has approved the new regulatory framework for healthcare products, which aims to ensure the highest level of safety and health protection for patients. The regulation prohibits the sale of healthcare products that are subject to prescription to the public by mail order and other remote selling methods.

In addition, the Government of Spain has earmarked 15 million euros to fund a call for grants to non-governmental organisations for humanitarian actions and 14 million euros for international collaborative research projects.
