As in the first meeting, held in Algeciras on 26 February, the content of the meeting was primarily technical and progress was made on the practical measures necessary for citizens and workers to fully benefit from the rights recognised in the Withdrawal Agreement.

The Memorandum of Understanding on Citizens' Rights, signed on 29 November 2018, together with the Memorandum of Understanding on Cooperation in Police and Customs Matters, the Memorandum of Understanding on Cooperation on Environmental Matters and the Memorandum of Understanding on Cooperation on Tobacco and other Products accompany the Protocol on Gibraltar, annexed to the Withdrawal Agreement of the United Kingdom from the European Union whereby their effects go beyond the transition period provided for in the Withdrawal Agreement.

This second meeting was postponed due to the COVID-19 health crisis and has been resumed as soon as it became possible. The meeting was attended, on the part of Spain, by the Ministry of Foreign Affairs, European Union and Cooperation, representatives from the Ministry of Home Affairs, from the Ministry of Work and Social Economy and from the Ministry of Inclusion, Social Security and Migration. Representatives from the Regional Government of Andalusia and the President of the District of Municipalities of Campo de Gibraltar also took part in the meeting. On the part of the United Kingdom, representatives from the British Embassy in Madrid, from the Foreign and Commonwealth Office and from the local authorities in Gibraltar attended.
