Why did Spain object to Article 184 of the Withdrawal Agreement? How was this situation resolved?

An ambiguous interpretation of Article 184 made in relation to Article 3 (territorial scope of the Withdrawal Agreement) could have led to the conclusion that future agreements between the EU and the United Kingdom would not need approval from Spain for application to Gibraltar.

Any ambiguity was resolved when the two parties (the United Kingdom and the EU) declared that they share the same interpretation; i.e. that Article 184 "imposes no obligations whatsoever" in terms of the territorial scope of the future agreements and that, therefore, "there is no obligation or assumption whatsoever" that, based on this article, future EU-UK agreements will apply to Gibraltar.
