The meeting, established in the governance structure of the Recovery Plan, was held at the halfway point of the Plan, when half of the funds have already been allocated and more than 600,000 final beneficiaries, mostly SMEs, have been reached.

The meeting saw the involvement of the First Vice-President of the Government of Spain and Minister for Treasury, María Jesús Montero; the Second Vice-President of the Government of Spain and Minister for Work and Social Economy, Yolanda Díaz; Third Vice-President of the Government of Spain and Minister for Ecological Transition and Demographic Challenge, Teresa Ribera; the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares; the Minister for the Presidency and Parliamentary Relations, Félix Bolaños; Home Affairs, Fernando Grande-Marlaska; Transport and Sustainable Mobility, Óscar Puente; Industry and Tourism, Jordi Hereu; Housing and Urban Agenda, Isabel Rodríguez; Culture, Ernest Urtasun; Economy, Trade and Companies, Carlos Cuerpo; Social Rights, Consumers and 2030 Agenda, Pablo Bustinduy; Science and Innovation, Diana Morant; Equality, Ana Redondo; Inclusion, Social Security and Migration, Elma Saiz; Transformation and Public Function, José Luis Escrivá; and Youth and Childhood, Sira Rego. Also taking part in the meeting, as members of the Committee, were the Director of the Office of Economic Affairs and G20, Manuel de la Rocha; the Secretaries of State for Finance, Jesús Gascón; for Budgets and Expenditure, María José Gualda; for Economy and Business Support, Israel Arroyo; for Social Rights, María Rosa Martínez, and the Secretary General for European Funds, Mercedes Caballero. The Government has recently launched the new Elisa tool to strengthen communication and transparency on the implementation of the RTRP. During the meeting, it was announced that new, more detailed information on the progress made in the roll out of the funds will be available shortly, with the aim of making transformative projects that are being carried out throughout Spain visible. Spain continues to be among the leading countries in receiving and implementing European funds from the Recovery and Resilience Mechanism. In this first phase of the plan, the allocation of funds exceeded 69.5 billion euros, out of the 70 billion euros foreseen. Public Administrations have made called totalling 61.558 billion euros, of which almost 56% of the funds called for (34.395 billion euros) have been resolved.
