This summit seeks to present the initiatives that NATO will take on to meet the challenges that arose on the European periphery at the previous summit, held in Wales in 2014. These initiatives have a 360-degree perspective, and include both the eastern and southern fronts of NATO.

The first initiative seeks to boost dissuasion and strengthen defence through a raft of measures that include the advanced presence of units from Eastern allied countries to assistance for weaker partner countries threatened by international terrorism. Spain will play an important role in this initiative, with the Air-transport Brigade of Figueirido (Pontevedra) heading up the first Very High Readiness Joint Task Force, which is the actual spearhead of the NATO reaction forces, to be declared operational at the summit in Warsaw. There will also be a monitoring process on the commitment from the Wales summit to increase defence costs.

The second of the initiatives develops how NATO can collaborate with efforts by the international community in projecting stability beyond its borders. Among the specific measures, noteworthy is the support to be given to the International Coalition against DAESH, together with NATO's role in the Central Mediterranean to support the efforts of the European Union.

In addition to these two initiatives, the Heads of State and Government will debate NATO's mission in Afghanistan, relations with Russia and support for the Government of Ukraine.
