The Government updates the data on the awarding of tenders and grants under the Recovery Plan, with data at 31 March, which can be viewed via ELISA.

This can be seen from the data available in the ELISA tool developed by the Ministry of Economy, Trade and Enterprise in collaboration with the Ministry of Finance and the Secretary of State for Economic Affairs and G20 of the Presidency of the Government, which provides detailed information on the evolution in the execution of the investments of the Recovery Plan. In order to have up-to-date information on the evolution of the Plan, the data is updated monthly.

This data certifies that the funds are reaching the real economy at cruising speed, with more than the equivalent of 90% of the transfers allocated to Spain in the first phase having been called, through the different tenders and grants carried out by the General State Administration, the Regional Governments and the Local Entities.

Of the funds allocated, 25.147 billion euros corresponds to investments made by the General State Administration, 8.463 billion by the Regional Governments and regional and local autonomous bodies, and 1.581 billion by local councils.

ELISA provides information on the rate of resolution of the calls published by the different administrations. An analysis of this data shows that the General State Administration is faster in resolving the calls for proposals, with 58.5% of the funds resolved, compared to 53.6% for the Regional Governments, and 44% for Local Corporations.

The tool also makes it possible to see the volume of funds allocated to each Regional Government, both through the General State Administration and the funds managed by the different autonomous and local bodies in each region. Madrid is the lead receipt of funds, with 5.465 billion euros having already reached companies and citizens in the community, followed by Catalonia, with 5.192 billion euros and Andalusia, with 3.947 billion euros.

Of the total funds approved, more than 13.6 billion euros has been allocated to micro-companies and SMEs, or 39%, reflecting the high capillarity of the Recovery Plan in the business demographic.

Finally, the figures indicate the significant amount of European funds aimed at transforming the Spanish economy by investing in projects for sustainable development and the modernisation of the business fabric. Of all the funds allocated, 22.8% went to projects aimed at developing urban and rural agenda projects, 20% to modernising the Spanish business fabric and 19% to developing sustainable infrastructures.

New functionalities in the ELISA tool

In addition to the update of data at 31 March 2024, new functionalities have been added to the ELISA monitoring tool, allowing citizens to access more complete and granular information.

The new functionalities included facilitating access to the micro-data database listing all approved projects, which is the original source of ELISA data. In addition, citizens and analysts will be able to access the list of companies and self-employed people awarded tenders and grants under the Recovery Plan in each Autonomous Community.

This tool, accessible through the Recovery Plan website, is complementary to the other applications developed by the General State Administration to facilitate the monitoring of the Plan's investments, evaluate their contribution to the achievement of the objectives set, as well as their impact on the transformation and growth of the Spanish economy, adding an additional element of transparency.

ELISA allows the monitoring of the implementation of European funds by analysing public data from the National Grants Database (BDNS) and the Public Sector Procurement Platform (PLACSP), which are exploited through automated web scraping and machine learning techniques.
