At this EU Council meeting, the European Commission will present its regular report on the situation of the main agricultural markets. Luis Planas stressed that he will urge the European Commission to closely monitor the markets, as well as the development of the health situation.

Specifically, Spain intends to introduce the situation of the table olive market into the debate. It will ask the Commission to thoroughly monitor prices in order to take the necessary measures in the event of detecting significant imbalances.

It will also ask the Commission to closely monitor the development of the wine sector campaign and will make particular reference to the situation of the sheep and goat milk market.

For its part, the Austrian Rotating Presidency of the EU will propose to the agriculture ministers a debate on two of the proposed reforms under the 2020 CAP: the Regulation establishing the common organisation of the markets in agricultural products and the Regulation on the financing, management and monitoring of the CAP.

In this regard, the minister conveyed to the regional councillors those aspects on which the Spanish position will be based during the debates, which were subject to discussion by the working groups held by the ministry with the autonomous regions.

During the debate, the Austrian Presidency will also report on the Task Force for Rural Africa, through which the European Union is assessing how it can improve its collaboration with Africa on agricultural matters and the agri-food industry, in such areas as training, access to investment and improving legal frameworks.

The EU Council will also report on the Conference entitled "Tools for risk assessment and management in the agri-food sector", held in Bratislava on 17 and 18 October.
