The Government of Spain expresses its concern over Russia withdrawal of its signature from the Statute of Rome

Despite Russia never having ratified this Statute, and as such not becoming a party thereto, this decision, in addition to the recent withdrawals by various other States Parties, diminishes the aspiration to universality of the court.

Spain, which has ratified the international instruments regulating criminal offences acknowledged by the ICC and has firmly supported the work of the court since the entry into force of its Statute, reiterates its commitment to the ICC and the functions it exercises as a universal institution that fights to ensure that the most serious crimes do not go unpunished.
