The four countries shared their approaches to the Summit of the Heads of State and Government of the NATO countries, particularly to the lines of action that should be followed by NATO, investments by Member States in defence and raising the awareness of the organisation to the various threats facing it.

The delegations agreed to acknowledge the priority at this time of the situation in Ukraine and the concerns of allied countries in Eastern Europe, although they underlined the situation in North Africa and the Middle East as ongoing concerns for NATO.

As regards the total costs that NATO Member States allocate to defence, the ministers indicated the importance of bringing to an end the budgetary reductions and the suitability of ensuring a greater balance in defence efforts vis-á-vis other allied countries, as well as of achieving a progressive increase in defence investments, although without the need to set budgetary amounts and percentages in predetermined deadlines.

Finally, as an issue of common concern, the four ministers expressed their confidence in raising NATO's awareness to migratory flows and the fight against piracy and terrorism as part of the challenges and threats to its Member States.

The multilateral meeting took place at the headquarters of the Circolo Unificato di Presidio del Ejército. In addition to the Minister for Defence, the Spanish delegation was made up of the Secretary General for Defence Policy, Alejandro Enrique Alvargonzález, and the International Affairs Advisor, José Hornero
