The Sectoral Conference on Public Administration approves the territorial distribution of more than 460 million euros earmarked for the digitalisation and modernisation of administrations

The Sectoral Conference on Public Administration, which brought together the Ministries of Finance and Public Administration, Economic Affairs and Digital Transformation and Health, with the Autonomous Communities, the Autonomous Cities of Ceuta and Melilla and the Spanish Federation of Municipalities and Provinces (FEMP), has approved the territorial distribution of the appropriations of the Recovery, Transformation and Resilience Plan for the digital transformation and modernisation of these territories for the 2022 and 2023 financial years.

Specifically, the 2022 annuity is distributed and the criteria for distribution and amounts allocated for the entire appropriation of 460,372,255 euros are established. Of these, 239,072,255 euros will be distributed in 2022 and 221,300,000 euros will remain to be distributed in 2023.

The Secretary of State for Public Administration, Lidia Sánchez Milán, chaired this meeting, which was held by videoconference, and which was also attended by the Secretary General for Digital Administration of the Ministry of Economic Affairs and Digital Transformation, Juan Jesús Torres, the Secretary General for Digital Health, Information and Innovation of the National Health System (NHS) of the Ministry of Health, Juan Fernando Muñoz, as well as the Director General of Public Administration, Isabel Borrel.

Thus, within the Sectoral Conference on Public Administration (CSAP), an Agreement has been reached formalising the distribution criteria corresponding to investment 3 of component 11 of the Recovery, Transformation and Resilience Plan, aimed at the Digital Transformation and Modernisation of the Autonomous Communities, INGESA (National Institute for Health Management) and the Cities of Ceuta and Melilla, for the financial years 2021, 2022 and 2023, as well as the distribution resulting from the credit allocated in the year 2022 and the forecast distribution for 2023.

Through the work of this Sectoral Conference, the aim is to give impetus to the process of transformation of public administrations in terms of the investments and reforms contained in Component 11 of the Recovery Plan.

The Secretary of State for Public Administration, Lidia Sánchez Milán, stressed that area 3 of the Plan, 'Digitalisation of Autonomous Regions and Local Bodies', aims to modernise them "in a coherent and coordinated manner" with the investments made across the regions by the General State Administration, in accordance with the criteria of consistency and impact expected by the European Commission.

Sánchez Milán also highlighted the collaboration and the exercise of responsibility by all the territories in the management of the Plan.

This Conference follows the meeting of the Council of Ministers on 1 August, which approved an Agreement authorising the proposed territorial distribution and the criteria for distribution among the Communities, INGESA and Ceuta and Melilla of the budget appropriations earmarked for the investment 'Digital transformation and modernisation of the Autonomous Communities', of component 11 of the Recovery, Transformation and Resilience Plan, for the years 2022 and 2023.

Modernisation and digitisation actions to be financed

The following strategic lines of investment have been identified by the Ministries of Finance and Public Administration, Economic Affairs and Digital Transformation and Health:

- LE1 Citizen-oriented administration.

- LE2 Intelligent operations.

- LE3 Data governance.

- LE4 Digital infrastructures.

- LE5 Cybersecurity

- LE6 Health

Criteria for each strategic line

The criteria used for each of the lines and their weighting are as follows:

- Lines 1-5: The population criterion will be applied as the sole criterion (as in 2021).

- Line 6. They will be distributed on the basis of three criteria: Population, fixed and equal amount, and collaborative projects.

  • 84% of the amount will be distributed proportionally to the population criterion between the autonomous communities and the National Institute of Health Management (INGESA), which manages the health benefits for Ceuta and Melilla.
  • 10% by means of a fixed amount equal to each Autonomous Community and INGESA.
  • The remaining 6% to be distributed among the Communities that apply to lead projects implemented in a collaborative manner.

This proposal for criteria was validated by the Digital Health Commission (CSD) of the NHS Interterritorial Council at its meeting on 11 February 2022.

Likewise, the Interterritorial Council of the NHS, in the plenary session held on 6 April 2022, approved the Work Plan and the selection criteria for the projects in the three functional areas established in the PERTE for Vanguard Health and was informed of the proposed distribution criteria approved by the CSD.

Distribution in 2022 and 2023

Of the amount allocated for 2022, 169,072,255 euros would correspond to lines 1-5 and 70 million euros would be allocated to digital health line 6. Of the amount allocated for 2023, 61.3 million euros would be allocated to lines 1-5 and 160 million euros to line 6 for digital health.

Thus, taking into account the objective allocation criteria, the distribution of appropriations for 2022 is carried out with the following territorial distribution and the distribution of the amounts for 2023 is approved subject to the availability of credit:

To ensure adequate monitoring of the projects, the Autonomous Communities and Ceuta and Melilla must provide information on the different investment projects they intend to finance in each financial year from the funds in the integrated management system, as well as information on the forecasts for compliance with the objectives regarding the reduction of temporary employment in the public sector.
