In the guidelines for the talks between the 27 members and the United Kingdom, it was established that all aspects of Brexit affecting Gibraltar will be subject to direct negotiations between the Governments of Spain and the United Kingdom, and hence, they will be contained in a specific protocol as part of the withdrawal agreement, since this matter does not involve all Member States.
In this regard, the Govenrment of Spain has already declared its intention for Gibraltar not to become the last stumbling block in closing off negotiations on the withdrawal of the United Kingdom. The President of the Govenrment and the European Union's Chief Negotiator agreed to maintain the current schedule that envisages the Brexit negotiations being finalised prior to October's European Council.
