Strategic consensual document for national security

The 2017 National Security Strategy constitutes the reference political-strategic document on the issue of national security, a long-term plan that will enable Spain to continue at the forefront on the issue of security which has been drafted to tackle new threats and challenges. The plan was agreed with the consensus of the Spanish Socialist Workers' Party and Ciudadanos.

Preparation process

This new strategy is the first one drawn up in accordance with the National Security Act, of 28 September 2015. The process for its preparation was agreed at the National Security Council at its meeting on 20 January 2017. An agreement was approved there specifying the preparation procedure.

This process to prepare the strategy involved the participation of all the ministerial departments and the National Intelligence Centre. It also included contributions from an independent advisory committee, made up of more than 50 experts, including renowned university professors from throughout Spain, think tank analysts, private sector professionals and members of associations related to the field of national security.

This work, headed up by the National Security Council, was coordinated by the Department for National Security of the Presidency of the Government.

National Security Culture

The new 2017 National Security Strategy includes the National Security Culture within its general goals. Under the slogan of "National Security, a shared project for everyone", this focuses on citizens as the main cornerstone of national security.
