As scheduled on the agenda, the meeting focused on analysing the development of the migratory crisis in Europe, the terrorist threat following the attacks in France and Belgium, and the situation in Venezuela from the perspective of Spanish interests in the country. The National Security Council also approved the Annual Report on National Security for 2015.

As provided for in the National Security Act, the National Security Council is chaired by the President of the Government and is made up of the Vice-President of the Government and the Ministers for Foreign Affairs and Cooperation, for Justice, for Defence, for the Treasury and Public Administration Services, for Home Affairs, for Public Works, for Industry, Energy and Tourism, for Economic Affairs and Competition, and for Health, Social Services and Equality. The other members include the Director of the Cabinet Office of the Presidency of the Government, the State Secretary for Foreign Affairs, the Chief of the Defence Staff, the State Secretary for Security and the State Secretary-Director of the National Intelligence Centre, together with the Director of the National Security Department.
