The Guardia Civil have maintained an ongoing investigation since 2013 into a group of individuals who were undergoing a Jihadi radicalisation process, which led to the arrest of two of them, the first was in Pamplona (Navarre) on 1 December 2015 and the second in Calahorra (La Rioja) on 26 October.

Within the framework of this investigation, specialists from the Information Service of the Guardia Civil kept surveillance devices activated on other person involved in this process and were able to determine that he was carrying out an intense propaganda campaign and glorifying the activities of the terrorist group DAESH over the Internet.

This propaganda and self-indoctrination activity has been increasing over time, even following the arrest of the two aforesaid individuals, leading the detainee to change his attitude and step up his pro-Jihadi discourse, which he tramsmitted both personaly and throught social networks to an increasing number of contacts, both in Spain and further afield.

Finally, as a result of increasing the number of surveillance devices used by the Guardia Civil, it was possible to determine that he recently tried to join up to the ranks of DAESH by travelling to Turkey, where he was detained and brought back thanks to international police collaboration.

Since raising the Counter-Terrorism Alert to level 4 on 26 June 2015, the Guardia Civil has stepped up its use of devices and lines of investigation related to the terrorist threat, especially those on individuals immersed in a radicalisation process which could result in them travelling to conflict zones or carrying out acts of terrorism in their countries of residence, which currently poses one of the main threats to countries in the west.

Since 2015, the year in which the Ministry of Home Affairs raised the Counter-Terrorism Alert to level 4, the State law enforcement agencies have arrested a total of 170 Jihadi terrorists.

The Ministry of Home Affairs sends out a reminder that, through the initiative STOP RADICALISMOS, citizens can collaborate through a series of channels open to them so that, in a confidential and secure manner, they can notify the State law enforcement agencies of possible cases of radicalisation in their surroundings through the web page www.stop-radicalismos.es, the mobile phone app for citizens security alerts Alertcops and the free hotline 900 822 066.
