These councils are the top two governing bodies of the organisation, one covering regulation and the other covering operations, made up of 40 members each on behalf of 192 Member States, grouped by geographic region and level of development.

In the voting, carried out by senior representatives of the postal authorities of the different countries, Spain received majority backing from those States taking part in the congress.

Spain's presence on both councils clearly shows the importance of the Spanish postal sector in the world, its competence and involvement on international bodies, both by Correos in its capacity as an operator designated to provide a universal postal service, and by the Ministry of Public Works, in its capacity related to postal administration.
