The Government of Spain expresses its deepest sympathies to the families of the victims and its recognition and support for the work of the humanitarian personnel.

The government considers that this attack on personnel carrying out humanitarian work constitutes a serious violation of international humanitarian law, and that those responsible must be brought to justice. Furthermore, it reiterates its commitment to the humanitarian dimension of the war in Syria as a non-permanent member of the Security Council and as a member of the International Syria Support Group.

Spain expresses its conviction that there is no solution other than dialogue to the Syrian crisis and reiterates its support for the efforts of the United Nations to this end and, in particular, those of the Special Envoy of the Secretary-General, Staffan de Mistura.

Spain reiterates the urgent need for a cessation in hostilities throughout the country which would allow access to humanitarian aid to the whole of the population in need and generate a climate between the parties that is conducive to tabling talks as requested under Resolution 2254 (2015) of the United Nations Security Council and the press statements issued by the International Syria Support Group.
