The CESCR is the United Nations body made up of 18 independent experts to monitor the implementation of the International Covenant on Economic, Social and Cultural Rights, one of the main international treaties on human rights.

Mikel Mancisidor de la Fuente, a member of the CESCR since 2013 and its current vice-president for the period 2015-2016, is particularly committed to the area of science, technology and human rights as the special rapporteur for a future General Observatory on Science, Technology and Human Rights, and has carried out outstanding work in promoting human rights in the field of culture, education and environmental affairs, actively taking part in the international development of the human rights to drinking water and sanitation.
