At the inaugural lecture entitled "Intellectual Rights over Creation, Knowledge and Communication: Global social media networks", the State Secretary for Communication argued that intellectual property rights and their proper protection are a fundamental factor in the field of knowledge and creation.

In her opinion, the transformation in our lives brought about by the emergence of digital aspects in the world of communication and content is one of the most significant challenges we currently face.

In this regard, she wished to stress that the protection of intellectual rights in Spain has formed a major part of the "enormous" task of reform carried out by the Government of Spain over the course of this legislature. In her opinion, these rights are much better protected now.

She went on to explain that the changes have been arduous and undertaken in on-going dialogue with the various stakeholders, both right-holders as well as users and consumers, in order to provide a balanced response to the interests of each party.

Carmen Martínez Castro said that the Government of Spain has sought to establish a legal framework capable of offering legal certainty and guaranteeing rights for content creators while also incentivising the development of companies and services associated with such content.
