The order contains prevailing legislation for this fleet and unifies the register of vessels of greater and lesser than 100 GRT that fish in the same waters. This thus helps ensure simplified administration as well as an improvement in the management and planning of the activity of ship owners.

Furthermore, the legislation establishes a system for the distribution of fishing possibilities by species, whereby each vessel can take advantage of the possibilities of the species it requires on a definitive basis. Hence the former system of management by zone is abandoned, thus permitting each vessel to have specific quotas for the species it fishes for.

The Directorate General of Fishing Organisation (Spanish acronym: DGOP) will be in charge of verifying the meeting of the quotas subject to this new Order through electronic transmissions with the vessels and with the aid of information obtained from sales notes.
