"The European Council has received the announcement of the end of terrorist activity by ETA made on 20 October with great satisfaction. This is undoubtedly a victory for democracy and liberty in Spain and in the whole European Union, and in this respect the European Council wishes to express its acknowledgement to the Government, to the political parties, to the State security forces, to the Administration of Justice and to the whole of Spanish society for its strength and determination in this long struggle against terrorist violence. Special mention should also be made of the incalculable European cooperation and solidarity, and in particular that of the people and Government of France. We should also particularly remember the victims of this violence, and there memory should be lasting so that we should never again see this type of violence which should never have occurred in the first place".

During the afternoon, a meeting was held of the Heads of State and Government of the countries of the Eurozone (Eurogroup). The day concluded with a working dinner at the end of which the President of the Government is expected to make a statement.
