The Government approves subsidies for purchase of electric vehicles

On Friday, the Government approved a raft of incentives to stimulate the introduction of the electric vehicle, including direct subsidies for the purchase of such vehicles with a budget of 72 million euros for 2011.

The First Vice-President, Alfredo Pérez Rubalcaba, stressed that stimulating the introduction of the electric car is one of the Government's commitments in matters of energy saving and sustainable mobility and the measures approved today seek to incentivise the purchase of these vehicles.

Alfredo Pérez Rubalcaba reported that the electric vehicle will be subsidised "up to 25% of the purchase price, before tax, with a maximum of 6,000 euros per vehicles". 25% of the gross purchase price of other electric vehicle will also be subsidised, such as buses, coaches and vans, with a maximum of 15,000 or 30,000 euros, depending on the type of vehicle as well as autonomy.

The Government also approved the distribution of 20 million euros, earmarked for the "Accreditation Programme", which seeks "to establish a system for accrediting workers who have learnt a trade during their working life, as part of their Professional Training, indicated the First Vice-President. For Alfredo Pérez Rubalcaba, this is "an important step since it is the first time it will have happened in Spain".

The First Vice-President stated that "this is one more step in a very complex system of various elements that we are bringing to the Council of Ministers to drive Professional Training in Spain".

The First Vice-President of the Government also reported on a law "that has started its administrative process". This refers to the Draft Bill on Funerary Services to guarantee the competency of these services and to improve their efficiency, something that does not exist at present. In short, to make them less expensive".

Alfredo Pérez Rubalcaba also reported on the Government's awareness of two Draft Bills that modify Laws in the Electricity and Hydrocarbons Sectors to adapt them to Community Directives.

The First Vice-President also responded to questions from journalists on the figures published by the Bank of Spain on forecasts for the growth of the Spanish economy: "It is true that figures have been released regarding the forecast for growth in Spain. We will not evaluate these figures just yet, but rather will wait for the figures to be published by the INE (National Statistics Institute) around 20 May. It wouldn't be the first time that the figures differ; hence it is better to wait before making any evaluation".

The Government respects and will comply with the ruling

The First Vice-President of the Government stressed, in response to questions from journalists and in regard to the ruling from the Constitutional Court on the coalition Bildu standing in the elections that  "the Government respects and will comply with the ruling from the Constitutional Court". "Upon a ruling from the Constitutional Court, the logical thing for democrats to do is to respect and comply with this ruling. And that is precisely what distinguishes democrats from others", said Alfredo Pérez Rubalcaba.

Alfredo Pérez Rubalcaba stressed that "I would like to point out as well as remind every body how the Rule of Law works, of what its precept is: each institution plays its role. The State Security Forces and Organisations provide the Public Prosecutor's Office and the State Attorneys Office with the results of their investigation and these bodies study them; if they see fit to proceed, their conclusions are forwarded to the Supreme Court. The Supreme Court meets and decides whether or not to accept the challenges, which is then forwarded to the Constitutional Court. I am seeking to make clear that the institutions involved in the operation of the Rule of Law have performed their job".

The First Vice-President commented that "we have reached this point in the Rule of Law, applying its instruments firmly. We can see the beginning of the end of ETA and I believe it is good for the people to see that this is the case".

Alfredo Pérez Rubalcaba affirmed that "the Government is going to carry on in the same vein as to date, namely to apply the Political Parties Act".
